I always struggle with the local vs federal for the reason you stated here. I think local control is incredibly important and we've lost that over the past decades (under both Republicans and Democrats), but I'm always tempered by thinking about all of the national movements needed to create the Civil Rights Act, or other anti-discrimination measures and how with complete local control there are many places where segregation would still be legal today.
