The flip side of anxiety about uncertainty and unpredictability is that there are elements of inherent complexity involved in genuine learning. If we ignore or avoid these elements, the process ends up just as inefficient because it now requires firefighting and rework to fill in the gaps while it's underway.
But we don't really measure this. We just think we will address it as we go. All of these little moments that require firefighting and rework add up immensely from a system's perspective. The system becomes bogged down in intractable problems and symptoms over time.
