I'd extend this to say that the current evaluation system, borrowed from corporations, requires this sort of thing, too. It's not enough to have just done the job; you have to have physical paperwork to PROVE you did the job; admin in my state is required to have a "vision" that they have to prove they worked on. I believe there is a certain limit to how many times they can use that "vision" (I know teacher goals aren't allowed to repeat more than a couple of times), so they are required to move on to big new things regularly.
