One thing I've learned from looking at TONS of testing data over time - there is a HUGE correlation between test scores and poverty. This inconvenient truth seems to befuddle policymakers - perhaps because they lack the will to actually address poverty (universal healthcare, higher minimum wage, paid family leave). They instead hope to adopt the latest "ed reform" fad pushed by lobbyists in slick suits who buy them drinks - they keep doing the same thing and hoping poverty will just ... disappear.
