I wonder if it is in part a rural v less rural red divide, with states like Ohio and Kentucky power brokers rejecting vouchers in comparison to Arizona and Florida, which have some of least regulated and highest per pupil vouchers schemes. But I don't know, I'm trying to wrap my head around it? Maybe with less private schools in more rural states they are less private school/voucher inclined, but that is a guess
