It's a bad idea for a variety of reasons (outlined when actual professional chaplains spoke out against a similar bill in Texas last year). Both the House bill and the identical Senate bill are thin on requirements. A district that wants to use volunteer school chaplains must describe what they'll do, inform parents of the availability, and get written parental consent before a student can participate in any program with the chaplain attached.
