While other states are stumbling over constitutional language that aims public dollars at public schools (e.g. South Carolina and Kentucky), voucher fans in Colorado have proposed a constitutional amendment that comes up for a vote soon.
You didn't mention the blindingly obvious problem I spotted--it read to me like it requires the state to fund home schooling. Last I heard, about $15k/yr/pupil was about right for a state funded public school. Ergo, if you don't care if your kids are ignorant, each one means a $15k stipend for thirteen years. If they have special needs, you'll get even more. I picture a Colorado karaoke MC calling out, "remember, pregnant people in the bar--tonight, you're drinking for two!"
