Thirty-five years ago when my kids were in elementary school, a local church did exactly this with first graders. They took them once a week for lunch plus another hour. I was one of a group of volunteers who, along with the 1st graders teachers, sponsored clubs for the kids who didn’t go, such as crafts, poetry, singing, drawing. In other words, busy work. And yes, the kids who went returned with tschotchkes and tales of yummy lunches. It was time taken away from the very busy 1st grade curriculum, but the district's hands were tied.
